As for a newcomer to web development the best is WordPress, the most suitable I mean. It's the easiest in use from other CMSs, very convenient and has a lot of resources. Joomla and Drupal are harder to set up, so for a newcomer they might seem confusing in usage. Drupal is mostly used for big websites with lots of pages. So for your first website the best will be WordPress. As for resources, you can find a lot of templates here [url]https://wordpress.org/themes/[/url], they are free, but I'm not sure about quality of each template. I like quality and design here [url]https://www.templatemonster.com/wordpress-themes.php[/url]. There is no such thing as "Best", it depends on people's opinion weather you think it is the best. The most important is that it fits on what you are needing.
