Is Let's Encrypt still working?

I tried to generate a new certificate but after a few seconds it shows the message without the generated key:

Verify Its you!

I tried to generate a new CSR from the cpanel but when I click the Generate Key button I see a key but the CSR field is blank.

OK so I try the tool at Lets Encrypt on Free Hosting: https://www.byet.net/index.php?/topic/22820-lets-encrypt-on-free-hosting/. I enter my email and domain, hit Submit, and I get a "Verify its you" message with an instruction to create a CNAME record from a folder on my site to [blank]. How should I complete the CNAME record?
